AFFORDABLE CARE ACT Being a 23 year old undergraduate student with no full time job yet, I strongly favor the Affordable Care Act’s (ACA) clause that allows people under the age of 26 years to depend on their parents’ health insurance. Since the implementation of the ACA in 2010, more than 3 million people in this age group decided to stay on their family’s health plan. The ACA, also known as ObamaCare, was signed by President Barack Obama on March 23rd, 2010 with a vision to provide affordable health care to uninsured people and increase the fairness of treatment expenses for currently insured citizens as well. Nearly 47 million Americans did not have access to any health care plan before introducing the ACA according to the Journal of Risk and Insurance article by Scott E. Harrington. Charles Wheelan, author of Introduction to Public Policy, discusses The Human Development Index (HDI) developed by Mahbub ul Haq in 1990 in his book. HDI measured human well-being in an equation incorporating several significant factors, the pinnacle of which was measuring life expectancy at birth. In 2010’s Human Development Report by the United Nations Development Programme, US was far behind the top 10 ranked countries. It was clear that the time to bring change to the Medicaid and Medicare policies introduced in the 1950’s was here. The basic principles behind both plans are very similar in values. In 1987, Governor Neil Goldschmidt, improved Oregon’s health care plan by following four trivial rules: All citizens should have universal access to a basic level of care; Society is responsible for financing care for poor people; There must be a process to define a â€Å"basic† level of care; The health-care delivery system must encourage the use of services and procedures that are effective, appropriate and discourage overtreatment. These rules worked so well in Oregon, that by 1994 their uninsured popula tion dropped by 6 percent. In 1998 even their infant mortality and childhood immunization rates improved. The improvements due to ObamaCare are soaring in the exact same way. The same study by the University of Minnesota showed that based on current improvements, the new coverage policies will increase the number of annual primary care visits between 15 million and 24 million in 2019.
